It’s 30 arrests in 34 years according to most sites. But that doesn’t matter, in our constitution it states you go stand before a judge for crimes. if he went to jail, it'd be another black man incarcerated and more proof that the justice system is racist.
if he dies in the process, it's another black man dead and more proof that cops are racist.
if crime is ignored and cops do nothing, cops aren't protecting and serving black communities because they're racist.

if they can't arrest them, kill them, or ignore them, i don't know what else they're supposed to do.
