Essentially Free-turn reasoning:
Right now my Vike is running with 1 in the skill and no CD, but before he transcended I had 10 in the skill. I wondered if I was losing regular attacks at the time because of all the canons shooting off. I was getting some moves here and there, but the timing seemed pretty strange. I would get several ships and sometimes a move sometimes not, but there was always potential for that to be caused by being slowed or something of that nature. Now I am running 1 I get a vike ship after most of the opps moves and then I get my regular move. The timing seems pretty regular overall.
High Hit Chance reasoning:
When I have high hit chance EQ there is more damage done. It also states that it is affected by hit chance.
CD% rate reasoning:
It is clear when I put on CD rate EQ on my current vike it fires more often... but I don't leave it on because hit rate and tech aren't high enough right now to be all that helpful when I put on that stuff right now.
Well this is more assumption than anything else. I haven't been able to demonstrate this with my Vike right now because of the other variables that I could not get isolated while improving this stat. However, it is indirect damage so I have made an assumption that I think is reasonable.
I don't know if it is in fact a "separate" timer or what is happening exactly, but ...

Yeah, it was confirmed by Corn ages ago that the new Viking Ship was on its own timer and didn't take up your turn.
It should be added to the description, but that's how it works as per that change log/post-change log discussion.
Damage is tech and hit percentage, and will be further increased by the souls that increase such damage.
We can only make assumptions as to what is occurring based on information that we have been given. I don't know what is going on in this case, but I have to assume there is either an explanation that doesn't involve VS or it is a bug according to the information we have been given.
